Custom HR Role - unable to see Skills & Qualificiations

We created a custom role for an HRBP.  They are unable to see Skills & Qualifications on person spotlight for employee. 

This custom role has the privilege to View Talent Profile, and to Edit Person Skills and Qualifications.

I suspect we are missing a data privilege somewhere.
