Can we use Organization and Personal competences in one Performance review document?

Summary

In the competence section we can only select competences based on Job, Position or Organization. How to cover the personal assigned competences?

We want to assign personal competences to workers, next to the basic organization competences. In the (annual) review template we want all competences to be visible for review. 

How can we establish this requirement?
