Restrict Deliver-to-location options on Requisition Lines

Hello everyone,

My client wants to restrict the deliver-to locations available in self-service based on an agreement.

For example, I have an agreement with company ACME for cleaning services, but the deals are only available for locations A and B, and not C.

How can I prevent my users from ordering cleaning services to location C?

I have tried price-breaks in agreements. They do change the price based on the location, but they don't prevent users from ordering to a deliver-to-location not listed on the price break.
