How to change Goals and Competencies Weights inside the performance template?

Last year we used only Goals in evaluation, accordingly goals weight was 100% and competencies weight was 0%

Currently we need to use competencies in the evaluation so competencies weight will be 30%, and goals weight will be 70%

 

When i tried to change the weights, they were not editable.

 

Are there anyway to change both goals and competencies weights?
