Where can I define Evaluation Type?

In 21 C, Oracle has introduced the concept of 'Evaluation Type' for goal plans. If you enable goal synchronization, a new drop down field is added on the 'Add Goal Goal Plan' page labelled as 'Evaluation Type'. 

Oracle has clearly mentioned the functionality of Evaluation Type(For adding adding goal plans as separate evaluation topics on the performance document and for synchronizing the performance document and goal management goals), but I can't seem to find where do we actually define the 'Evaluation Type' value.

For my client, this dropdown just show 'Default' in dropdown. I am not sure where can I add the additional values. If anyone is aware about this, please let me know.
