Pending goals plans after update R21C

Will pending goals (goalplans) disappear due to upgrade?

I have a question regarding goals: 

we have pending goalplans (awaiting manager approval) for a number of workers. On test there has been an update to R21C and the pending goalplans are gone.

Is this a result of the update?

Any idea
