Mass assigned development goals getting duplicated in new review period

We have mass assigned 2 development goals to all employees. The development goals were not completed by many employees and it is available for the employees in the next review period.

We would like to assign a different development goal in the next review period. Is there a way for us to prevent these development goals from being available in the next review period? I tried to search for the development goal and delete it but this has to be done for all employees which is time-consuming and it will delete any data that employees have entered in the document.
