HR Deep Links for Individual Employee Eligibility and Employee Performance Document

Hi,

I am creating a dashboard to support HR in the performance evaluation process.  I am hoping someone can assist or provide guidance whether the following is feasible:

1. Embed deep link in OTBI report for HR users to manage a specific employee's eligibility.  Local HR is responsible for reviewing the performance eligible population and then forcing employees ineligible as needed.  I'm hoping to make an action link associated with one of the report columns so that if HR identifies an employee in the eligible list that needs to be forced ineligible, they can just click a hyperlink associated with that employee that will open their Performance Document Eligibility page.
