TCC LRD and CRD Time Offset

I'm using Custom TCC PreStep "com.taleo.integration.client.customstep.lrd.LRDPreStep" to configure the LRD and CRD for a Between filter on an Export Script I have scheduled every 2 hours for New Hire Interface in a Windows Bat file.
The CRD is always 10 mins prior to the Local Server time in the command log.
I've tried using Dcom.taleo.integration.client.lrd.filtering.minute.adjustment.zone to adjust the LRD time but I'm not seeing results.
Has anyone used this before and where did you put the code.
I've tried putting in the TCC Export Advanced settings, as well as the TaleoConnectclient.ini as well as the windows Script.bat with the TaleoConnectClient.bat call as SET as well as a parameter of the TaleoConnectClient.bat call.
