Looking for steps to edit Oracle System-generated email notifications

Content

When the system-generated email notification was sent to all employees after the HR Specialist Released the Goal Plan; the body of the email contained an error message. Please see attached screenshot. 

We are looking to understand why that happened and for the steps to edit/customize those notifications.
