Performance document page - document without star rating

Hello Experts

 

Might be silly of me to ask this but was unable to find the issue so far.
I have 2 performance documents. i've marked all flags the same basically
In One the star rating appear in performance document page as the average result of user
in the other it does not

Does anyone know how to enable this to appear in the performance doc page for all performance documents?
