Would like to understand how " Set Next Period Goals" works in PD

We have a requirement where the customer wants to have a section for setting up goals for upcoming review period as a part of Performance FLow (last task) in the PD.

Firstly the task was hidden in the Performance Flow, which i am able to enable using customization, also i noticed we can not use "Set Next Period Goals" until we enable "Set Goals". I want to understand how the functionality of Next period goals works if anyone has used it in the same context.

 

Also, why is it hidden from standard screen, is it obsolete?
