Dropping Plans

Summary:

Hi All

Employees dropping 2 plans (Premier ppo and Value PPO), in the eligibility profile we excluded work location and employees added same work location and we added Benefits group to all employees (CAH Program eligibility) but still it's dropping both the plan.

I have attached the doc for support

Please let me know how we can achieve this "employee should be able to enroll both the plan"
