Not able to subscribe to more than one region under free account

I am using cloud free account. Currently, have only one region subscribed. Getting the following message when trying to subscribe to any other region. Is it not allowed to have more than one region subscribed under free account?

"You requested a subscription to this region: Australia East (Sydney).

After you subscribe your tenancy to this region, you can’t unsubscribe it. Your Identity data is replicated to this region and other services might be permitted to replicate your data to it. If this region is in a different legal jurisdiction than the regions that you currently occupy, there could be legal implications with regard to GDPR and other privacy legislation.
