How to exclude a user from receiving standard talent notification?

Summary:

We would like to exclude out top management from receiving standard talent notifications for Goals and Performance module

Content (required):

We have enabled several notifications available in Talent Notification page for Goals and Performance Management. These are important notifications that we want the workers and line managers to receive. However, we want the top management to be excluded from receiving such notifications. Any idea how it can be achieved?
