What do the Certification Type Detemination rules mean functionally by rule please?

Anytime I used continuously required when I have a new life evet it returns the need to certify RIGHT when they move into a new life event meaning if they made no changes the certification requirement would remain, so not sure when you would ever use that setting. Any advice?

Anytime I use Certification is required if never produced in the past - it never triggers because I have technically certified on this Benefit PLAN but not on coverage in the OPTION. So even if the requirement need is there it says nope you certified you are good. I am guessing because I certified on the PLAN and not on the coverage amount on the OPTION. Please validate.

Howdy, Stranger!
