Is there any way to limit the payment method LOV on create expenses page?

Summary:

The Payment Method LOV displays all available payment methods. This is causing back end issues which results in manual clean up in order to process the expenses correctly through the system. It would limit the amount of errors if we can limiting the choices in the Payment method LOV.

Content (required):

On the create expense report page, we only want to display those payment methods that are highlighted in Yellow. We have tried alerting the users with tips and page instructions, but they are not working.
