Create Performance Document never works

Summary:

Hello!

I must be missing something bc I have never been able to get this option to work for HR specialist. It would make testing a lot easier than creating a bulk batch of performance documents.

Am I missing a step? My workers are all eligible but when I try to use create performance document the I cannot load any workers and the continue button is greyed out.
