Rate changes are not reflected in Element Entries

Summary:

My first problem was the above question. Then I created a Life Event to process the change. The change is only for Life Insurance. I am a little perplexed. The life event isn't even opening for anyone.

I am testing a run for just one worker and the life event isn't showing up at all. All of my other life events work fine.
