Why is an inactivated questionnaire still appearing for candidates?

Summary:

We inactivated a D & I questionnaire through the Recruiting Content Library and verified its status was inactive. However, some candidates have completed this questionnaire and we're wondering if it was actually inactivated.

Content (required):

Steps to complete this task were by navigating to Recruiting Content Library through Setup & Maintenance->Recruiting & Candidate Experience Management->Recruiting Content Library.

From here, the relevant questionnaire was made to status inactive and should have no longer been visible to candidates.

I have tried reviewing Oracle Support, but found nothing of relevance. Does anyone know what may be causing this issue?
