Fore Eligibility to a Performance Document

Content (required): We have a global transfer where the performance documents were not moved with the record when the global transfer was done. Now, with the employee's new legal entity hire date he does not meet our eligibility profile where you have to hired prior to Oct 1, 2021 to get a performance document. His new legal entity hire date is Oct 1, 2021. I tried to force the eligibility but after I forced the eligibility and then clicked check eligibility it shows he is still not eligible for the performance document. Is
