How to add cost centers in expense report approvals?

I need to setup approval rules by job level, cost center and approval limit amounts. Approvals with amount limits by job levels work fine, but as soon as I add the cost centers in the condition, the approval workflow notification is not being generated.

Does anyone have any input on this?

Example of the rule:

If Expense Report.Expense Report Total is less than 5000 and

Task.payload.empDefaultCostCenter is "2211" or

Task.payload.empDefaultCostCenter is "2001"
