Pending Worker cannot access Application task

Content (required):

Pending worker receives an error message "You can't access this task because you either don't have access or the task is no longer available. Contact your HR representative or line manager. (PER-1532343)" when click on 'Go to Task' in the preboarding checklist tasks.

This task is to update personal details of pending worker as part of preboarding tasks. I have added all relevant privileges to the pending worker custom role, regenerated the role and ran LDAP process.
