Can you turn off notification for matrix manager participants in performance documents?

Summary:

This was released in the 21D Whats New notes. We do not want the notification to send when the performance documents are created because it will send emails when we are not ready for a matrix manager to provide feedback. Goals are not entered in the system yet.

NOTIFICATION FOR AUTOMATICALLY POPULATED MATRIX MANAGER PARTICIPANTS IN PERFORMANCE DOCUMENTS 

If matrix managers are automatically populated as participants in an employee's performance document, then they're now sent a notification when the performance document is created. Previously, the matrix manager participants only received a notification if a request was also sent from the Manage Participant Feedback page.
