Performance document - Share and Release Not working as expected

Performance document - Share and Release Not working as expected. Even after submit on the Share and Release it is not doing anything. When we do use the Share and Retain it does creates a notification and the rating is being shared for the employee and employee can see the rating given by manager.

we did not understand why it is not working for Share and Release and then Submit wont do anything.

This is happening with all of our line managers and did check the role as well, all the required privileges are there.
