How to create a Role for Read Only Transaction Console - View All HCM Trx/People?

Summary:

Did the following but user with new Role can only see HCM Trx (Time Cards) on which they are Submitter. Want them to see All HCM Trx whether or not they are Submitter

1. Enterprise -> Setup & Maintenance -> Manage Enterprise HCM Information
2. Check the Transaction Security box to Enable
3. Tools - Security Console - Create Job Role JobRoleX
4. Add Role "Review HCM Approval Transactions as Business User" to JobRoleX
5. Setup & Maintenance - Manage Data Role and Security Profile - Create Data Role DataRoleX
6. Set Job Role = JobRoleX
7. Set Person Security Profile = View All People
8. Set Transaction Security Profile = View All HCM Transactions
