Performance Calculation not occurring for Performance Goals Section

Description (Required):
The business uses performance 'Score' method that should calculate an automatics rating based on some goal measurement attributes like 'Target' vs 'Actual' . To achieve this, we have created a performance template using section (i) Performance Goals and (ii) Overall Summary as manual section rating is not required; along with custom rating model containing rating levels as '1,2,3...299,300' having upto 300 numeric rating(representing score).
Calculation of 'Score' (Employee Performance Goal Rating) FF is as ATTACHED.
The section summary rating has been added at template level in this format.
Overall Summary Section :
It is not required(as per business requirement), however we do not need manual sections rating. Rather Performance Goals Summary rating should get be Overall Summary rating(same logic)
