Summary: Original coverage start date is being set to event process date when subsequent events run


Content (required): Coverage start date is being set to the Life event process date each time a life event runs, even though there are no changes in enrollments. Also the original coverage start date is being reset when option changes within the same plan


The expectation is that the coverage start date should be continuous and should not be reset by life event when there are no enrollment changes. ie when the employee continuous to be enrolled in the same plan and option, the coverage start date should continue from the previous enrollment. Even when dependents are dropped but the option remains the same, the coverage start date should continue.
