How to Make a Train Stop Mandatory

Summary:

We have a need to capture at least one value in a train stop data entry process.

Content (required):

We have a series of "Train Stops" to capture information. Most of them require standard information that gets entered (name, address, etc). There is 1 "stop" that we consider required but is not getting filled in. A number of users just hit the next button and move on. We would like data entry to be Mandatory on that stop.
