The bind variable is not valid.(FND-2782) while trying to define Value set in performance

while trying to define a value set to be used in performance rating formula
Content (required):
the business case:
we have 4 quarters performance evaluation with different performance templates , while calculating the final rating in Q4 (using fast formula ) , we need to get some of the values calculated in Q1, Q2 and Q3
the technical Solution:
while trying to do the business requirement we need to get the following information:
- review_period_id (knowing the current evaluation_ID)
- evalaution_ID for Q1 (knowing the review_period_id , person_id,performance_template_name)
