Managers Input saved but not yet submitted- Not visible by HR team

Summary:

Historically our HR team could see the manager input(rating and comments) that were saved and not yet submitted in Oracle. We are now on 21C(soon 21D) and we can not longer see this information other than when we run a report. Did this change in an upgrade?

When a manager saves their manager input (but doesn’t hit submit), can HR view the rating in the system?
