Can we restrict the Performance document creation if Goals not submitted by worker

Summary:

Hello Experts,

We have requirement like if the Goals not submitted by worker in the given Review period, they should not get the Performance document created. Once the Goals submitted then they should get the performance document in the system. Can we achieve this in the system by any way?

Any ideas kindly share.
