How to view every Purchase Requisition created using UI/REST API/Web Servie/FBDI Import

Summary:

Needed to create a new custom role that can provide access to view/edit/delete every purchase requisition created in the system

Content (required):

When we tried to search for Purchase Requisitions, I can only see 3 Requisitioning BU's from LOV. How can I search for every Purchase Requisition that is created in the System. It may be created directly from front end UI or by using REST API or by using SOAP WS or FBDI Import.

Whatever might be the way that we created a PR, I would like to view it from front end. Could you please let me know, Which data access and roles are needed ?
