When we are enabling manual section rating in PD, the section summary and overall summary rating needs to be filled out by the manager. Whereas when we select use calculated ratings only, both of them are calculated by the system. However, manual section rating is prone to error. For example, for individual items for goals and competencies, the manager can give a top performer (which has a calculated rating of 3), he has the ability to add a developing performer (which has a calculated rating of 1) in summary and overall summary.
