Client has implemented Oracle Fusion Benefits, HR and Payroll.

We are encountering an issue with Global Transfers for employees enrolled in FSA plans - their contribution amounts (balances) are not transferred to new Legal Employer. This is causing a huge issue. When Life Event is evaluated - recalculation is performed and the new payroll element deduction exceed to previous communicated amount which causes overage in annual contribution i.e.: annually $5,000 - communicated amount $208.33. Life event evaluated after Global Transfer is performed - payroll element deduction increased to $461 annual contribution $5,365 ($365 over).

Release 21D was suppose to address Global Transfer issues - not able to identify the resolution.
