Approver not in management hierarchy cannot view performance document

Summary:

Several of our employees changed managers at the end of the year right before we created performance reviews. The new managers transferred the performance documents to the old manager to complete since they know how the employee performed. However, when the old manager submits them for approval, the approver cannot view the performance documents. The approver is not in the employee's current hierarchy (they were previously).

The approver does get the notification and can approve the document, but cannot go to the document to see the details, which they want to do. We are having to print several performance documents and send them to the approvers manually, which is time-consuming.
