How to import Vacation Rules from a 3rd party system?

Import vacation rules

The client has users entering vacation rules in another application. If we extract that information can we interface those details to Oracle Cloud? There are no API's or FBDI's to facilitate the creation of these records in Oracle.

Has anyone has this requirement in the past and were able to transfer these rules to Oracle?
