Achieve Resume Parsing for Non oracle Market Place Vendor ??

How to achieve the resume parsing functionality for candidate user experience to import the resume with a non-oracle market place approved vendor?

We know that its achievable through configuration setup if the profile import vendor is oracle market place approved like: Telemetry.

However, we want this to achieve for the Non-Market Place vendor.
