Not able to create expense for newly created test employees in cloned environment

In newly cloned environment, have created couple of users with .dat file (I have used same .dat file previously too). These users are created successfully but when am trying to create expense report from this user's profile I am getting error as "You're missing employee setup information for expenses. Please contact your help desk."
Have created oracle SR for this but got answer that employee's bank account details are not available in system and so this error is coming. In actual we are using fusion expenses stand alone and even for production users we are not adding bank account details for any employee.
