How to send IRC_JobApp_Review_Recruiter when "Request for Information Updated" event triggers "Send Notifications" action. Is Fast formula need as action condition?

Dear Colleagues
The expected outcome is that Recruiters receive a notification when candidates submit Request Info flow.
- I add the "Request for Information Updated" event to the CSP
- I added "Send Notifications" action to the "Request for Information Updated" event
- In the action setup, within "Recruiter and Hiring Manager Notifications" section, Recruiter box is marked
- IRC_JobApp_Review_Recruiter is enabled
- Send Job Application Notification job is scheduled
With this setup it seems that the result is not achieved so I
