Best practice in handling DOR for converted dependent enrollments

Content (required): We re converting employee enrollments and many employees are already covering dependents. We would like to understand the best practice around how to handle DOR for the dependents like marriage certificate, birth certificate with the conversion event, so that with a subsequent event pending action for the already covered dependents are not fired

Please can you guide me through the necessary steps to consider like - mass DOR load for covered dependents and as of which data should it be done (conversion occurred date?), Mass DOR approval etc.

I am already using a fast formula for pending action to prevent asking for proof again when it was previously provided. FF logic is as below. Similar logic is used for birth certificate as well.
