Why am I being charged for "always free" services?

Hello,

In an attempt to get out of an apparent stale-mate with blocked compute instances (possibly due to the recent incident?), I upgraded to a "pay-as-you-go" plan, a couple of days ago.

Even though the only services I am using are two minimal AMD instances, clearly described as "always free" resources, daily charges to my account are now appearing.

I did notice that the "Always Free" label has disappeared from the console, but I do not understand why:

Notice that Oracle clearly states:

I am clearly missing something, but I do not know if it's a technical issue that can be resolved (e.g. by tearing down those instances and creating new ones) or administrative, i.e. something I do not understand about how Pay-as-you-go works.
