Need to submit button for only delete goal

Summary:

Hi Team,

We have off it all profile option, we just need if employee delete the there goal get the submit button which is correct.

but If we edit, update or anything If employee doing we don't need submit button,

Because getting problem every time manager getting notification,

in approval we have configure only goal rule
