how can we apply validation in ICP plan.

Content (required):

In ICP plan, plan can be submitted if element entry not exist in payroll if multiplied entries not allowed. Now if element is allowed multiple entries and we want to apply validation based on element with input condition then how this requirement can be achievable?

For example, we have Expense Allowance element under have multiple input list(Food, Traveling, other), if employee have summitted request with any of input values then cannot be submitted later till entry exist in payroll.
