SYNCHRONIZED GOALS IN PERFORMANCE DOCUMENTS issue sum of goal weight

I don't understand how to force, in performance document page, the overall sum of goal weight to 100%

I configured the SYNCHRONIZED GOALS IN PERFORMANCE DOCUMENTS feature as described in this link https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/talent/releases/21C/21C-talent-mgmt-wn.htm#F19115

I noticed that, now I don't see only one overall section of goals but 2 different sections: one for each goal plan included in the document type (I have 2 goal plans). All goal plans has not flagged the "enforce sum 100% of weight" because I need that all goal in all goal plans has sum of weight equal to 100%. Despite this, when I submit the performance document for set goals task, the system triggers an alert related to the wrong sum of weight of a goal plan.
