New Hire Life Event

Summary:

We have 'New Hire Life Event' triggered when an employee is hired into the system but for the last Pay period, it hasn't triggered the life event for any new hires and the employee is not able to enroll. No changes were made to the config, any hints where I should start looking as to why this is occuring.
