Adding Goals by Manager needs approval from Employee

Hello Experts,

My customer wants the following. If manager adds a goal, the approval should be done by employee. They are not happy with FYI to employee. Is their anyway to achieve this ?

I tried to amend the approval rules of goal and it is not working that way.
