How to call third-party application which is hosted on local machine(localhost) from Oracle ERP(i.e

Summary: PaymentMate : A software which is used to capture payments at business counters. This will be installed in every machine whoever takes orders from customers at the counter. we want to invoke this PaymentMate app directly from Oracle ERP(i.e custom icon - upon click on this custom icon it should navigate us to that paymentMate application).

Wanted to know if it is feasible or not. If so, what are the steps to be taken to call app from local host in Oracle ERP?
