Tax District Field Text in Job Application but LOV in ESS - Can ORC Display LOV too?

Summary:

In the Job Application in ORC for U.S. requisitions, when a candidate applies and fills out the Address section, the Tax District field is an open text field allowing any type of invalid values from being entered.

Once a candidate moves to Pending Worker or hired as an Employee, when you go to the Contact Details into the Address section, the Tax District field is a dropdown list of valid values based on the Zip Code.

Is there a way to have the Tax District field be a LOV in ORC? Why is the same field behaving in two different ways?
