Element that can be used as gross up and non-gross up

Hello fellow experts,

Could you please advise me how to set up and element that can be used as gross up and non-gross up. I have one element in my current configuration that can be used both ways. I was trying to replicate it following configuration workbook but it basically creates gross up one. I'm missing something in config and would really appreciate any help/advise
